On 31 July, Ihor Tymoshenko, acting head of the Rivne Oblast State Administration, signed three orders approving the conclusions on the conformity of the draft decisions of the village councils "On voluntary amalgamation of territorial communities" with the Constitution and the laws of Ukraine:

• Decree No 700 – approved conclusion for the Horodets village council of the Volodymyrets Rayon;
• Decree No 701 – approved conclusion for the Vyry, Kamiane-Sluchanske, Selyshche and Chudel village councils of the Sarny Rayon
• Decree No 702 – approved conclusion for Holovyn, Zlazne and Zvizdivka village councils of the Kostopil Rayon.
