Six months after enactment of the Law on voluntary accession of hromadas to cities of oblast significance in the Chernihiv Oblast, half of the cities of oblast significance – Novhorod-Siverskyi and Nizhyn – have already completed the amalgamation process. An initiative group on AH formation is being set up in Pryluky.

Why are amalgamation processes interesting for big cities of the oblast? For the sake of which prospects did the heads and deputies of village councils decide to become part of the urban hromada? What kind of economic dividends will these AHs receive in future? Answers to these questions are provided by Oleksandr Melnyk, local finance adviser of the Chernihiv Local Government Development Centre, established with the support of the U-LEAD with Europe Programme and MinRegion.
