1164 is the number of amalgamated hromadas in the perspective plans (PP) of 23 oblasts approved by the Government. However, this amount is not final, as the Zakarpattya Oblast has not yet approved the perspective plan of its region. In three oblasts, the coverage area of the PP is 21-36%, and in most oblasts it makes up 54-98%. Only two oblasts, the Rivne and Kirovograd ones, provided perspective plans that cover 100% of their territory, said Vyacheslav Nehoda, First Deputy Minister of Regional Development, Construction, Housing and Communal Services, referring to the monitoring data of the process of power decentralisation and reform of local self-government.
“It is important that hromadas are formed in accordance with perspective plans. It does not deny the voluntariness of amalgamation, but only allows not to leave anyone behind the reform, and brings the hromada, established in accordance with a perspective plan, to the level of a capable one. Many of the hromadas that were formed earlier not complying with perspective plans, are now integrating new councils, as previously anticipated. There are also those who amalgamated, but their capability is still far from being reached. The reason is again that they did not listen and amalgamated without due account of the PP vision. This way is false. Those who have passed it, have already faced it.
Yet we do not idealise the approved perspective plans, which were often adjusted in the regions to the established AHs so that they received the status of capable. On the other hand, many hromadas proposed in the perspective plans are the result of political decisions taken by the oblast councils and are far from pragmatic estimates,” said Vyacheslav Nehoda.
To date, 3313 territorial communities in Ukraine have formed 710 amalgamated hromadas (AHs). Almost eight thousand communities remain still non-amalgamated.
