Discussions at the Forums of Starostas have testified that in some AHs such an instrument of local democracy as a local initiative remains non-regulated. The reason is banal – the AH council has not yet defined the local initiative procedure in a separate local normative act and has not introduced it in the hromada’s charter. In some hromadas, local initiatives are not regulated for years. This means that the residents of these hromadas are deprived of the opportunity to fully exercise their legitimate right to participate in local self-government by launching a local initiative consideration by the AH council. What can starosta do for the local regulatory initiatives to get proper normative regulation in hromada? The article gives an answer to this question.
