Regardless of the place of legal registration of an enterprise or its subdivisions, the personal income tax must be paid at the actual place of work – to local budgets of the hromadas. This is our joint decision with the Association of Ukrainian Cities, which we will support at the Governmental level, said Hennadii Zubko, Vice Prime Minister – Minister for Regional Development, Construction, Housing and Communal Services of Ukraine, at the “Dialogue Day with the Authorities” forum of local self-government representatives in Ternopil.

“We need to work on increasing revenues to local budgets. I want to assure you that in the draft state budget-2019 all revenues sent to local budgets are saved. In addition, we introduce a number of innovations – 5% rent payment for extraction of mineral resources, inflow of the personal income tax paid by tax agent for lease of land plots or shares by natural persons, retaining of inflow of 13.44% of the excise tax on fuel to local budgets,” said Hennadii Zubko .

The Vice Prime Minister also spoke about the transfer of land management powers on the ground. “This will increase revenues and will enable management of hromadas, taxes and finances. I am for transferring as much powers, that hromadas can take over and implement to improve the lives of people on the ground, as possible!” emphasised Hennadii Zubko.

The Dialogue Day with the Authorities is a traditional annual event that is a platform for discussion of issues and elaboration of a common stance of the state authorities and the Association of Ukrainian Cities on the development of local self-government, improvement of the legislative framework, solving specific problems of ensuring the of hromadas’ functioning. The event is being carried out within the framework of the project “Development of a course for strengthening local self-government in Ukraine" (PULSE), implemented by the Association of Ukrainian Cities, supported by USAID.
