Another 118 hromadas to receive support in ASC establishment from the U-LEAD with Europe Programme

In July 2018, the team of improved administrative service provision of the U-LEAD with Europe Programme announced the second round of hromadas’ selection to assist them in the ASC modernisation and establishment. The selection commission, consisting of the Programme experts, representatives of MinRegion and the Ministry of Economic Development, analysed 157 applications from local self-government bodies and selected 118 hromadas to further analyse their capability and develop Terms of Reference for ASC establishment.

We draw the attention of all candidates that inclusion in the list does not imply unconditional support or full support, since a significant number of applications still require proper formal confirmation of commitments and verification of information (please, read more in the official announcement of the first selection results).

Specific types of assistance and its volume will be determined jointly by the Programme and the hromada, taking into account the methodological approaches of the Programme to the functioning of a proper ASC and the results of visits to each hromada. The purpose of the visits is to make detailed assessment of the real needs and define measures for the ASC modernisation and establishment. In case of detecting ineluctable obstacles to hromada’s participation in the Programme or provision of inaccurate information by the hromada, the application may be rejected at any stage.

Starting from 24 September 2018, each hromada from the list will be visited by authorised specialists of the Programme. During October-December 2018, Terms of Reference for the ASC establishment / modernisation with the obligations of the Programme and hromada will be drafted for each capable hromada.


We would like to inform hromadas, that did not become the winners of this selection round, of the main reasons for the rejection of applications:

- submission of applications by local self-government bodies and local executive bodies that are not part of the Programme’s target group;

- critical lack of information in the application for its evaluation (including lack of information about the premises, necessary photos, etc.);

- lack of proper premises for the ASC and absence of information in the application on any prospects for the timely arrangement of such premises and / or lack of information on the financing of the relevant expenditures.

Please, note that non-selected hromadas, as well as hromadas that have not previously submitted applications, may be eligible for participation in subsequent selection rounds. We remind that there are two more selection rounds ahead, in each of which up to 150 hromadas will be selected to participate in the Programme. Therefore, by April 2020, up to 600 hromadas will be supported in ASC modernisation and establishment.
