Financial results of local budgets over 8 months of 2018

During January-August 2018, the revenues to the general fund of all local budgets of Ukraine (excluding interbudgetary transfers) amounted to UAH 148.7 billion. Compared to the same period in 2017, revenues grew by UAH 27.9 billion or by +23%. This is evidenced by indicators of the financial decentralisation results, which are part of the Monitoring of the process of decentralisation of power and local self-government reform (DOWNLOAD).


Yanina Kazyuk, financial decentralisation coordinator of the Central Reform Office under MinRegion (with the support of the U-LEAD with Europe Programme), explained more about the financial indicators.

According to the expert, the indicator of revenue growth in relation to last year over the budgets of 665 amalgamated hromadas made up +65.5% (+5.0 billion UAH).

In 2018, 665 AHs have direct interbudgetary relations with the state budget, of which 299 held their first elections in 2017, and this year they are for the first time receiving revenues, foreseen for the AH budgets. In January-August of this year, the inflow of 366 AHs, formed in 2015-2016, grew by 22.2% and amounted to UAH 6.8 billion. In terms of 299 hromadas, that have started receiving personal income tax since only this year, revenues amounted to UAH 5.9 billion, which is 2.8 times (+UAH 3.8 billion) more than the amount received by them over 8 months of 2017.
