“No one did it before,” Volodymyr Groysman described how decentralisation changes Ukraine

Decentralisation helps hromadas develop their territories in the field of education, healthcare, road repairs, or jobs’ creation, said Prime Minister of Ukraine Volodymyr Groysman on the air of the 5th Channel.

According to him, the state helps to amalgamate, solve these problems financially, as well as develop entrepreneurship on the ground. “Our priority is the development of small and medium-sized business. We need to change the economic model based on large enterprises or holdings. In fact, decentralisation is a mechanism for the creation of small and medium-sized business. The ideology of forming the interrelations of the central and local budgets is as follows: 60% of the individual income tax remain on the ground. It was a revolutionary step, no one did it before, and nobody even dared to think about it,” said Volodymyr Groysman.
