When in 2015, the city of Bilyayivka in the Odesa Oblast initiated the amalgamation of hromadas and asked neighbouring villages to join, the residents of the urban-type settlement of Povstanske of the Mayory village council were a little worried, whether the tariffs for utilities would not become "urban", whether they would have the right to use the land, whether the city would not take all the budget funds, or whether the city would not forget them, as soon as it receives their consent. However, more than two years have passed, and the results speak for themselves.

After the establishment of the Bilyayivska urban AH with the centre in the city of oblast significance, the settlement of Povstanske decided to introduce the starosta position, although earlier it was part of the village council, and there was no local authorities representative there. Volodymyr Osadchyi has been the leader of the urban-type settlement, located seven kilometres from the centre of the hromada, since January 2016. As the starosta told the Odesa Local Government Development Centre, established with the support of the U-LEAD with Europe Programme and MinRegion, during that time, the socio-economic conditions of the residents in the settlement improved considerably.

One of the first steps was the introduction of the posts of the municipal improvement inspector, landscaper and yard-keeper of the common area. Within two years the settlement restored two parks, arranged a playground, eliminated all fly dumpings and installed containers for household waste, repaired sports equipment in the stadium and set a new bus stop, and even finally settled the issue of lighting of streets and public places. Povstanske has even greater gains – an overhaul of rural health post, repair of roads in the settlement and the one to the village of Mayory, purchase of heat generator for the cultural centre, where cultural clubs for children and youth were launched on a regular basis. Besides, the water-supply station, providing drinking water to the settlement, which has reduced the water supply fee, was modernized, and this is still the only case across the oblast.
