How can amalgamated hromadas achieve financial independence? – Tetyana Tatarchuk, director of Chernivtsi LGDC

The decentralisation reform is advancing extremely quickly. The European experts note incredible pace of AH formation and growth of local budgets. Tetyana Tatarchuk, director of the Chernivtsi Local Government Development Centre, told the “Influential Aspect” how amalgamated hromadas evolve in the Chernivtsi Oblast in 2018.

“The Chernivtsi Oblast is the smallest in Ukraine, and our amalgamated hromadas are quite capable. In fact, our oblast was ranked 7th in the all-Ukrainian ranking on decentralisation processes. Though with all this, the oblast remains subsidised. We have only two non-subsidised hromadas – the Kitsmanska and Storozhynetska ones,” said Tetyana Tatarchuk. “Thus, this year our priority is to search for new additional internal resources of hromadas, and their optimisation. We will work to increase the local budgets of AHs.”
