"The List is Informative", Viacheslav Nehoda about Potential Centres of Capable Communities

The Ministry of Regional Development, jointly with Oblast State Administrations and the Centres of Local Self-Government Development, determined potential prospective centres of capable communities. The Ministry of Regional Development informed about it emphasising that the list of centres of capable communities was informative and supportive for Oblast State Administrations to complete the preparation of prospective plans of the amalgamated communities.

"The list is informative.  Why there is a need for it? Firstly, because at the discussion stage of the matter of any possible amalgamation, there often arise significant controversies as to which settlement would become the centre of the community, and it happens that, only because of inability to agree on the optimum alternative, the process comes to a standstill. Secondly, we continuously monitor each community, analyse the level of its viability. And in cases where only the principle of voluntariness was used, whereas the methodology of community formation and its capability to resolve locally significant issues and make progress was ignored, there are certain problems seen there. Again, some may fail to make use of such informative list of potential centres of communities. That is the matter of choice. We should make sure that we have taken all possible steps to provide assistance to communities in making a decision of vital importance for them", First Deputy Minister of Regional Development, Construction and Housing and Communal Services of Ukraine Viacheslav Nehoda commented.

He also added that in furtherance of the instruction issued by the Cabinet of Ministers of Ukraine, Oblast State Administrations were currently finalising proposals regarding the boundaries of territories of prospective capable communities taking into account the external boundaries of the jurisdiction of councils comprising a territorial community, which communities have amalgamated around prospective administrative centres.

It is a reminder that the Methodology of Establishment of Capable Territorial Communities determines that a capable territorial community shall mean territorial communities of villages (towns, and cities) which, as a result of voluntary amalgamation, are able to independently or through relevant bodies of local self-government ensure appropriate level of services provided, in particular in the area of education, culture, health care, social protection, housing and communal services subject to available personnel resources, financial support, and development of infrastructure in the respective administrative-territorial entity
