A national survey was launched in Ukraine to find out how community residents understand integrity and what principles they consider to be its foundation. The survey is conducted within the framework of the project “BCIM. Building a Culture of Integrity in Municipalities”.

The organisers emphasise that today, as communities cope with the aftermath of the war on a daily basis, the matter of integrity may seem secondary. However, the transparency of decisions, the openness of the authorities, the responsible use of resources, and trust between people are what largely determine how effectively communities can support their residents, rebuild, and develop.

Some people see integrity as the absence of bribes; for others, it means the honest use of public funds, openness of local authorities, equal rules for all, or the opportunity for residents to influence decisions in their community. Therefore, the organisers are keen to hear the views of community residents themselves.

The survey results will form the basis for the project’s future work and will help shape an approach to assessing the culture of integrity in Ukrainian communities. The responses received will provide a basis not on assumptions, but on people’s real experiences and expectations.
