The Cabinet of Ministers of Ukraine adopted Order No. 239-r dated 18 March 2026, which approved the allocation of a state budget subsidy to local budgets to implement a public investment project designed to ensure safe conditions in educational establishments.
This relates to the arrangement of bomb shelters in general secondary schools (in particular military lyceums and lyceums with enhanced military and physical training), as well as in preschools.
The total amount of the subsidy for 2026 is UAH 2,037,227,721.
The funds have been allocated among 24 community budgets and the regional budgets of Vinnytsia and Lviv regions.

This decision marks a further step by the state towards safeguarding children’s right to a safe educational environment, even under martial law. The arrangement of modern bomb shelters will expand opportunities for in-person learning and protect the lives and health of those involved in the educational process.
