Communities to receive nearly UAH 1 billion for restoration projects

Local budgets will receive UAH 987.1 million for recovery projects under the Ukraine Recovery Programme for 2026. The Cabinet of Ministers of Ukraine approved the decision on the allocation of subsidies from the state budget.


This is a further instalment of funds set out in the Financial Agreement between Ukraine and the European Investment Bank (EIB) for the Ukraine Recovery Programme, totalling EUR 340 million in credit resources.

The subsidy will be distributed among 71 communities. In particular, the funds will be allocated to the local budgets of 31 communities in the frontline regions: Dnipropetrovsk, Mykolaiv, Odesa, Sumy, Kharkiv, and Chernihiv regions. The funds will be used to support the restoration and strengthening of critical and social infrastructure.

‘It is essential for us that the restoration is systematic, not sporadic, with transparent rules, close cooperation with communities, and long-term investments. Each of these projects affects people’s daily lives by providing access to healthcare, education, water, heating and other basic services. This is how we are laying the foundation for the sustainability of communities and the recovery of the country as a whole,’ emphasised Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine – Minister for Development of Communities and Territories of Ukraine.

This fiscal year, subsidy funds will finance 139 projects approved by the European Investment Bank in accordance with the procedures set out in the Financial Agreement. Project implementation began in 2024. In total, 152 projects have been approved under the Programme, 13 of which have already been completed.

These projects aim to overcome the consequences of the russian federation’s armed aggression and restore infrastructure that supports the livelihoods of communities.

The projects financed by this subsidy include:

  • 39 healthcare facilities,
  • 18 water supply, sewage and heating facilities,
  • 76 general secondary and pre-school education institutions,
  • 6 administrative service centres (ASC).

These projects are not only intended to restore damaged infrastructure, but also to create better conditions for community development and improve people’s quality of life, safety and comfort.
