On 10 October, the second phase of the project ‘Accelerating the Development of Regional Policy in Ukraine with the Support of Poland’ was launched. The project is implemented by the Ministry for Development of Communities and Territories of Ukraine in cooperation with the Ministry of Development Funds and Regional Policy of the Republic of Poland.

The course comprises ten online seminars, each lasting three hours and devoted to key aspects of regional policy development based on European experience. A total of 450 officials and civil servants from central and local authorities have registered for the training.
The first seminar focused on the organisational structure of the EU, covering topics such as its institutions and the system of national representations. It also covered the legal aspects of how the EU functions, including types of legal acts and the decision-making process.

Further seminars will cover the organisational structure and legal mechanisms of the EU, the principles and future architecture of cohesion policy, and the main EU funds and programmes, with a particular focus on FEnIKS.
Separate sessions will be devoted to the following topics: the role of regions in the implementation of operational programmes; financial flows between the EU, Member States, and regional authorities; statistical tools for evaluating cohesion policy; and the principles of partnership and social dialogue.
The practical part of the seminars will cover the fundamentals of project management and capacity building for municipalities as beneficiaries of European programmes. There will also be a final session dedicated to developing recommendations for Ukraine.

The twenty most active participants will have the unique opportunity to take part in a study visit to Poland in November 2025. During the visit, they will be able to expand their knowledge and learn about the practical implementation of regional policy at a local level.
This course represents another significant step towards European integration and the strengthening of the capacity of Ukrainian regions.
