Together with the Eastern Europe Foundation and Deloitte, the Ministry of Digital Transformation is launching the Index of Digital Transformation of Ukrainian Municipalities presented on July 14.
The Ministry of Digital Transformation believes that the Index will help determine the level of digital services and the state of digital infrastructure in the municipalities of Ukraine, as well as to identify the priority areas of digital development and the systematic implementation of e-government tools, e-commerce, etc.
According to Valeria Ionan, Deputy Minister of Digital Transformation for European Integration, the Index will help assess the level of development of digitisation in municipalities and contribute to effective management decisions. She also stated that this Index would become annual.
The methodology of the Index was tested in 2022 in 5 pilot municipalities and is to be scaled up to all municipalities of Ukraine in the near future.
The project was created based on global best practices and Ukrainian laws and regulations related to digitisation. The results of the evaluation will reveal the level of digital maturity of a municipality, from initial to transformational. With a digitisation score from 0 to 100, the municipality will see the directions that need strengthening, such as digital economy, development of digital skills of the population, digital infrastructure, digitisation of public services or digital transformation of local self-government.
According to the developers of the Index, its purpose is, rather than to evaluate the quality of work of the local self-government, to help it develop modern municipal services, to become more understandable, convenient and open for residents, the public, businesses and international partners.
The preparatory stage of the development of the Index, which involves data collection, is now underway. Information for the formation of the index is to be received directly from the municipalities. The developers promise that this process will be easy on local self-government bodies.
Once the data are collected, an analytical stage will begin. It will include data verification and index calculation. Next the Ministry of Digital Transformation will form a rating by assigning the level of digital maturity to each municipality.
At the presentation of the index, Oleksii Kuleba, Deputy Head of the Office of the President of Ukraine and the Executive Secretary of the Congress of Regional and Local Authorities, stated the following.
“All municipalities, both large and small, increasingly want to turn to fast digital solutions. Digitisation of municipalities means openness of local authorities, interaction with residents, public sector and business community. This is of great importance in the process of recovery and reconstruction. Digitisation will enable municipalities to be competent in matters of data collection and analysis, as well as in the development of services for citizens, and will help to create connections with partners in Ukraine and beyond. The Digital Transformation Index will give an impetus to become better, more efficient, to implement modern electronic solutions locally, to look for new ideas for building municipalities. This will also facilitate the communication with the central government, which will be able to make the data-based decisions that municipalities need.”
The Digital Transformation Index of Ukrainian municipalities is a calculated value determined based on the results of the digital transformation of municipalities, which describes the trends of its development according to predetermined parameters.
The team of the Ministry of Digital Transformation of Ukraine worked on the methodology with the support of the Swiss-Ukrainian EGAP Programme implemented by the Eastern Europe Foundation. Deloitte has provided expert support and methodological support for the concept of the Index of Digital Transformation of Ukrainian Municipalities.
