“We definitely have to complete the decentralization reform,” Oleksandr Kubrakov

Oleksand Kubrakov has been appointed to the post of Deputy Prime Minister for Reconstruction – Minister for Communities Territories and Infrastructure Development.


“Merger of the Ministry of Infrastructure and the Ministry for Communities and Territories Development aims to achieve one key goal – to increase the efficiency of the executive power in the issue of reconstruction management. The combined ministry will have a better understanding of the overall picture of the destruction and the need for recovery, which in turn will allow for a significant improvement in the digital management of reconstruction. Including, it is extremely important for municipalities, who need to understand what is happening with the restoration and know that their position will be taken into account and their opinion will be heard,” wrote Oleksandr Kubrakov on his Facebook page.

The newly appointed Deputy Prime Minister – Minister also noted the need to complete decentralization.

“We definitely have to complete the decentralization reform, because over the past 7 years, thanks to decentralization, local municipalities have received significant development, but along with opportunities, hromadas must also receive responsibility.”

Earlier MinRegion defined 7 main steps to complete the reform of local self-government and territorial organization of power in the post-war period:

  1. Clear division of powers between local self-government bodies and executive power at all levels; consolidation of financial support of the powers of local self-government bodies;
  2. Creation of prefecture-type local state administrations;
  3. Creation of conditions for increasing the professional level of local self-government officials;
  4. Ensuring proper representation of the interests of each settlement and each municipality in local councils;
  5. Establishing a clear procedure for resolving administrative issues;
  6. Consolidation of reformed local self-government, new administrative structure and decentralization of power in the Constitution of Ukraine;
  7. Implementation of changes to the Constitution of Ukraine.
