As of July, 1, 2021  99,7% of facilities have been transferred to municipalities all over Ukraine.

However, Law of Ukraine № 1009-IX On Amending some Laws of Ukraine on Harmonising certain Issues of Local Self-Government and Rayon State Administrations Organisation and Activity doesn’t demand the transfer of communal property facilities, not maintained at the expense of local budgets. Thus, if the rayon council makes a decision about further management of communal enterprises, establishments and organisations, maintained not from the local budget, the decision doesn’t contradict the legislation demands.
