The Ministry of Digital Transformation developed methodological recommendations on territorial accessibility of administrative services and presented the modeling maps of future network of ASCs, their territorial units and remote workplaces. The U-LEAD with Europe Programme provided support in conducting the research and modeling the maps of accessibility for all regions of Ukraine.
“The strategic goal of the Ministry of Digital Transformation is a modern ASC in each hromada with the developed network of territorial units and remote workplaces of ASC administrators. This will allow everyone to receive public services close to their homes. Based on the modeling, we will be able to develop specific steps and stages of development of access points to administrative services. Moreover, we will avoid deteriorating access to services during the decentralization reform, in particular, reduction of the number of rayons”, said Deputy Minister of Digital Transformation Liudmyla Rabchynska.
According to the Ministry of Digital Transformation of Ukraine, today Ukrainians may receive administrative services in 720 ASCs. By 2024, it is expected to expand the network to 3,867 access points – there will be 1,438 ASCs, 2,326 remote workplaces and 103 territorial units of ASCs.
“Establishing modern and convenient access to services for citizens is one of the key activities of the European Union in Ukraine, implemented by the U-LEAD with Europe Programme. With the U-LEAD’s support, 1,300 access points to services are being created in Ukraine, including main offices of ASCs, territorial units and remote workplaces. As a result, 11.9 million Ukrainians will be provided with quality services close to their homes. The European Union will continue to support the Ukrainian hromadas and the Government in their efforts to ensure accessibility of services and create conditions for local development”, said Natalia Starostenko, Head of the Local Development Sector of the EU Delegation to Ukraine.

These issues are particularly important in the context of a new administrative division of Ukraine, especially in the transition period of 2021.
