A new manual «A financial management pattern under the transition to the mid-term budget planning in a territorial hromada» has been presented to assist hromadas within the UN RPP Programme and funded by the EU. The manual is topical due to the objective necessity of introducing a mid-term budget planning in Ukraine, that being an integral part of the systemic budget reform.
The pattern applies elements of a gender approach, making it possible to increase the efficiency and transparency of budget funds usage, based on various men and women, different age groups and social strata’s needs having been taken into consideration.
