An operator (administer) of the waste management municipal system: why changes are necessary

On July, 21 the Verkhovna Rada of Ukraine passed in its reading framework Law draft №2207-1-d On Waste Management.

While preparing the draft for its second reading, the line committee of the Verkhovna Rada of Ukraine announced the beginning of public consultations with the interested parties to be held from October, 27 till November, 26, 2020 (http://komekolog.rada.gov.ua/news/main_news/75260.html).

Vyacheslav Sorokovskyi, a DESPRO public services expert, offers an analysis of the draft following the first reading, particularly, a novelty of an operator (administer) of the waste management municipal system.
