One of these days the working group, implementing the decentralisation reform in Ukraine, created by the Committee on the state power organization, local self-government, regional and urban development, is considering a draft of the law On the Local Self-Government in Ukraine in the new wording.

«The current Constitution stipulates the state duty to ensure legitimacy on the territories but the incumbent legislation fails to stipulate the system and order of ensuring legitimacy in terms of monitoring and assessing legitimacy of local self-government and local executive bodies’ enactments. Neither the local self-government, nor the state takes the advantage of it. The most important thing is that citizens lose away. Under the conditions of decentralization and delegation of broad powers and considerable resources to local self-government bodies it is getting necessary to regulate the issue of ensuring legitimacy, establishing clear procedures and preventing the executive power interference into the activity and assessment of local self-government bodies’ decisions in terms of their feasibility and efficiency within the framework of the European Charter of Local Self-Government.
