Based on the loading criteria and administrative staff quality, the algorithm of modeling new rayons, proposed by the Methodological Guidelines of the MinRegion, is as follows: first, potential administrative centres are defined (towns having population exceeding 50 thousand residents; next, the area of the executive bodies’ responsibility shall be defined. Proper formation of new rayons will make it possible to solve some chronic problems, related to poor development of territories located on the edge of regions and discontinuity of the region territory.
