Since 2018 Council of Europe support was provided to the reform of the National Training System for public officials and the creation of the modern human resources management tools for local authorities: new legal framework of the national training system and strengthening capacity of training service providers to offer highly practical training to public authorities was implemented following provisions of the Concept on Reforming Professional Training System for Civil Servants, Local State Administration Heads, Their First Deputies and Deputies, Local Self-Government Officials, Local Councillors, developed with the Council of Europe support, as well as recommendations of the Council of Europe Peer Review Report on reforming the National Training System for local authorities in Ukraine.
On 30-31 January 2020 the results of the reform were presented and discussed during the Seminar “Organisation of advanced training in postgraduate education institutions in 2020: challenges and new opportunities" that was focused on the national training service providers for public officials and organised by the National Agency of Ukraine for Civil Service (NAUCS), Ukrainian School of Governance and the Council of Europe Program “Decentralisation and local government reform in Ukraine”.
