The way how hromadas and territories have developed in 2019 – decentralisation monitoring data

As of January 10, 2020, there are 1029 established amalgamated territorial hromadas with population of 11.7 million. The perspective plans for hromadas establishment cover 90.3% of the country territory. The leaders and the outsiders of capable hromadas establishment remained mostly the same in the list of regions over the last year.

This is the main data of the first in this year monitoring of decentralisation process and local self-government reforming of the Ministry of Development of Communities and Territories of Ukraine (DOWNLOAD). The data of this monitoring is a specific result of the reform development in 2019.

“Zakarpattia Oblast has been finally added to the list of oblasts having approved perspective plans. However, almost 10% of the territories still have no project hromadas. Odesa and Kyiv Oblasts are still the most problem-plagued. There also a lot of unsettled issues in Vinnytsia, Cherkasy and Lviv Oblasts. The Regional State Administrations are obliged to develop and submit the plans for hromadas territory arrangement to the Government for approval,” commented Vyacheslav Nehoda, Deputy Minister of Development of Communities and Territories of Ukraine.
