Digital Hromadas. How to become a viable portal for e-democracy

What does the model hromada start from? Some would say it starts from plain roads, quality education, assistance to small business. Of course, there are many components of success, but all of them can be achieved under one simple condition – if democracy prevails in the hromada. Today, in the Digital Hromadas section, the DOBRE Programme advises AHs how to turn a hromada website into an e-democracy portal in just a few clicks.

Why is it important?

Residents will have access to all the necessary decision-making tools. They can quickly get the information they need, contribute to hromada development, come up with ideas, and monitor, for example, budget execution.

Show yourself as a democratically oriented AH that is in tune with all the modern tools of public participation.

What is needed here?

  1. Make sure the website is filled with basic information.
  2. Add tools to access the information. To make it easier for citizens to keep track of what is happening in the AH, offer them simple services available 24/7.

For these purposes, the Dosvit platform offers a number of applications:

  • Economic profile. A kind of a hromada passport that tells you all the key details about it: its population, level of infrastructure, education, Internet access, etc.
  • Open budget. A handy tool that allows residents to analyse how the hromada budget is formed and spent. This is important, since the budget is formed with the taxes paid by citizens themselves – they should have the right to control its use.
  • E-data expenditures. The application shows how much and on what the AH spends funds. The data for the application comes from a single web portal of public funds’ use.
