Decentralisation: the main thing we are changing now is consciousness, - Iryna Kudryk

The Chernihiv Local Government Development Centre, established with the support of the U-LEAD with Europe Programme and MinRegion, has something to be proud of. After all, according to the results of the decentralisation implementation, the Chernihiv Oblast steadily takes leading positions in all-Ukrainian rankings. Over the past three years, 45 amalgamated hromadas have been established in the oblast, covering 57% of the region's area and over 80% of the population (including cities of oblast significance). 39 AHs had direct interbudgetary relations last year. AHs were developing and reviving by enlarging their own revenues and receiving financial support from the state.

To a large extent, this is the merit of the Chernihiv LGDC, since its experts promoted, persuaded, consulted, trained, in every way contributed to the amalgamation, helped to get funds and effectively manage them, etc. Today, the LGDC experts are pleased that the process is progressing in the oblast, and that there are lots of examples to follow. At the same time, they understand the amount of work to be done in future, since “white spots” on the map do not allow "to rest on laurels".

Iryna Kudryk, Director of the Chernihiv LGDC, told UKRINFORM about the last year’s results, current challenges, problems and plans for the nearest future.
