Who will control the local authorities (local self-government bodies)?

People themselves will be the main controllers of the power on the ground. The law on local self-government previews the mandatory norm of involvement of residents – members of the hromada – in cooperation. There should also be the law on a local referendum allowing the withdrawal of deputies of local councils and hromada heads. The stronger the hromada is, the stronger its local self-government will be.

The reform involves establishment of state representative offices. These are small structures, the main functions of which are supervisory (they will monitor compliance with legislation by local self-government bodies) and coordination (coordination of the work of state authorities on the territory) ones. If the local self-government bodies make illegal decisions, the heads of state representative offices will be able to stop such decisions and apply to court.
