In order for Ukraine to become an investment hub, every hromada should become it, said Hennadii Zubko, Vice Prime Minister – Minister of Regional Development, Construction, Housing and Communal Services of Ukraine, during the 10th National Expert Forum-NEF2018 in Odesa.
“These are not the land and roads, but educated and hard-working Ukrainians, ready to develop their hromadas, that are the most important and most precious treasure of our country,” Hennadii Zubko emphasised.
“In every city, in every hromada, we must provide all Ukrainians with a decent living standards, high-quality healthcare and education, safe and comfortable environment. Our main goal is human potential development, growth of the regional human development index,” stressed Hennadii Zubko.
According to him, there is already an Identified Goals Achievement Strategy at the state level. This is not one document, these are several strategies on different directions that correlate with each other in purposes and key indicators that need to be achieved.
“In addition to the developed strategies, defined goals and objectives, each hromada has a set of tools that need to be wisely used to become real investment hubs. These are constantly growing budgets, state support of over UAH 40 billion, the Energy Efficiency Fund, introduction of regions’ smart-specialisation, IFO’s support, etc. And in order to use all these tools wisely, a lot of self-improvement is required. First of all – a definitive overcoming of paternalism, but also continuous training, adaptation to constant changes and implementation of project management at the administrative level,” said the official.
