In 2019, the share of local budgets in the consolidated budget of the country should exceed 51%. We keep this trend, stated Hennadii Zubko, Vice Prime Minister – Minister of Regional Development, Construction, Housing and Communal Services of Ukraine, at the meeting of the Coordinating Donor Board on decentralisation.

“Due to budget decentralisation, local budgets’ own revenues of all levels increased 3,4 times from UAH 68.6 billion in 2014 to UAH 231 billion in 2018. According to the draft 2019 budget submitted to Parliament, local budget revenues next year will grow to UAH 291.1 billion. We have also retained all areas of state support for hromada development and regional development. And with it, the entire consolidated financial resource of local budgets is projected to be about UAH 652 billion,” emphasised Hennadii Zubko.

The governor stressed that inflow of personal income tax from land plots or land shares leased by natural persons to tax agents; enrollment of 5% of the rental fee for the extraction of mineral resources of national value; preservation of the enrollment of 13.44% of the excise tax on fuel to local budgets, etc., will be significant innovations of local budgets for the next year.
