Decentralisation of responsibility on the ground increases through the transfer of powers, opportunities and finances to local self-government bodies. Taking into account of the European Charter of Local Self-Government, we primarily delegate those powers that allow creating competition for investment and other living standards that will provide Ukrainians with high-quality education, healthcare, administrative services, and social protection. And in this context, the definition of development priorities, allocation of funds is a huge responsibility foramalgamated hromadas, said Hennadii Zubko, Vice Prime Minister – Minister of Regional Development, Construction, Housing and Communal Services of Ukraine, in the “Ekonomichnyi Proryv” (“Economic Breakthrough”) programme with Pavlo Sheremeta on “NV” radio station.
“We must clearly understand that Ukraine is in an active stage of the reform. Today the heads of hromadas feel imperfection of the formula for allocating educational subventions. We constantly emphasise this and are currently working on this issue with the Ministry of Education and Science. We should state that in addition to the basic reverse subvention, it is impossible to predict the amount of funds for the hromada, which would allow reforming education at the local level in a high-quality way. We understand that it is very difficult and are grateful to the heads of hromadas for taking on the burden in this direction. But, once again, I emphasise that the money transferred to the ground must be properly controlled and distributed. Without a responsible approach to management functions, high-quality education or healthcaew cannot be obtained,” said Hennadii Zubko.
“Powers transferred to the ground should be considered by the heads of AHs as future prospects. Hromadas have different opportunities and finances, but it is their incentive to compete, plan their development and attract investments,” noted the official.
