Is the reform of decentralisation of power a positive or negative process? The “Halytskyi Korespondent” decided to look for the answer to this question in amalgamated hromadas that already have certain management experience. The Yamnytska AH is in the focus.

It includes four settlements: Yamnytsia, Pavlivka, Silets and Tyaziv. The population is 8156 people. The elections took place there on 29 October 2017. Roman Krutyi was elected as the AH head. The distance to Ivano-Frankivsk is 8 km.

Infrastructure

Two lyceums function in Yamnytsia and Pavlivka, and two gymnasiums – in Tyaziv and Silets. There is a musical school and a kindergarten with 65 children studying, located in the Yamnytsi lyceum. One more kindergarten with 85 children functions separately.

Meals for elementary school pupils in educational institutions of each village of the AH are covered from the budget of the village council. Besides, there is the Internet access.

A communal non-profit healthcare provision centre functions in the premises of the village council of the AH. The issue of improving the state of streets is relevant. About UAH 7 million are allocated for this purpose. The hromada has its own communal enterprise.

Budget

The Yamnytska AH is rich. Mr Krutyi does not deny that the AH budget is higher than in many other settlements and amounts to UAH 81 million. Educational subvention makes up UAH 13.5 million, healthcare subvention – 6 million, and infrastructure subvention – 2.5 million. Besides, this is a hromada with a reverse subsidy – it returns UAH 6.5 million to the state budget.

The PrJSC “Ivano-FrankivskCement” is the main budget-forming enterprise. In addition to paying taxes, it actively implements various social programmes, helps the village council with construction materials and equipment.

The transfer of land outside settlements (approximately 340 hectares) to the hromada will be another positive aspect. It is also an opportunity to increase revenues to the budget.

Problems

At the same time, the hromada lacks funds for everything planned. The plans include the construction of a swimming pool, reconstruction of the stadium in Yamnytsia in accordance with the FIFA rules, in order to be able to conduct international tournaments. At the moment, there is not enough money for this.

“We want to set up sewage system in all the streets, but there is not enough money for carrying out the work. Therefore, we have to cope with everything gradually,” remarked Roman Krutyi.

Projects

The AH has a separate department for writing projects, here the residents take part in various competitions and trainings, including international programmes and projects. In particular, it concerns the partnership with Romania, Germany, participation in cross-border cooperation programmes, etc.

Youth

There are many children in the hromada. This is a suburban area that people do not often leave, trying to develop themselves on the ground. The AH tries to create opportunities for people to have something to do, have a place to rest, to actively spend their leisure time. Potentially, a free space premises, a hub, will become such a platform for the exchange of thoughts and ideas of the youth.

The hromada has established a youth council that is actively involved in its development. Members of the youth council hold various events, take part in various projects’ creation. UAH 50 thousand are envisaged for the council’s activity.

Prospects

According to the Perspective Plan, the Maidan village should enter the Yamnytska AH, therefore the AH can potentially expand. Probably, Rybne village will also make a step towards amalgamation, having observed the AH development.
