On 3-6 June 2018 the Council of Europe began the regular sessions of the "Council of Europe Leadership Academy" training for heads of local self-government authorities of the Donetsk and Luhansk Oblasts in the framework of co-operation with the Ministry of Regional Development, Construction, Housing and Communal Services of Ukraine and the National Agency of Ukraine on Civil Service.

The goal of the course is to strengthen the capacity of local self-government authorities to implement an increasing number of competencies and build capable hromadas. The training is based on the Leadership toolkit of the Centre for Expertise of Reforms of Local Self-Government of the Council of Europe and implemented on the basis of the All-Ukrainian Centre for the Training of Civil Servants and Local Self-Government Officials.
