Author: Oleksandr Vrublevskyi, expert consultant of the DESPRO project on the issues of starostas’ activity and cooperation of hromadas
Taking into account the current development of social life in amalgamated hromadas, a starosta has intensive working relations with officials of local self-government and local executive bodies. They can be both successful and tense.
One of the factors that affects the content and quality of these relations may be the degree of detail of the basic rights and obligations of the parties of the relations themselves – of course, in the context of their existing powers.
As a rule, the rights and obligations of a particular party of service relations are specified in the job description. This publication features an overview of a job description and explains whether it is needed for starostas.
