The U-LEAD with Europe support project EGOV4Ukraine has launched a procurement for the efficient information system for administrative service centres (ASCs) in Ukraine. Tenders can be submitted until 6 February 2018 (http://www.e.gov.ua/content/ogoloshennya-do-uchasti-v-mizhnarodnomu-tenderi-1).
The aim of the procurement is to find IT developer to develop the information system with the best quality-price ratio for small ASCs that cannot afford big investments for IT systems and IT specialist recruitment. The information system will be implemented in up to 400 ASCs during next three years.
According to EGOV4UKRAINE project leader Mari Pedak, the information system will bring the ASCs to the digital era. “The access to the state registries and active data exchange differs the information system from others and will make the work of ASCs administrators 10 times quicker and more efficient.”
The information system will ensure the modern work environment for ASCs administrators, allowing to manage the work with documents electronically and give the access to data in state registries. Moreover, the information system will be a cloud solution working online and partly offline, and will be manageable from distance for IT specialists.
The procurement is carried out as part of the U-LEAD with Europe Programme, which is a multi-donor action of the European Union and its member states Denmark, Estonia, Germany, Poland and Sweden.
At the end of 2017, U-LEAD support Project EGOV4Ukraine handed over the Trembita system to the Ukrainian State Agency of e-Governance and tested how the system works. According to Project leader Mari Pedak, the tests were successful. “Trembita system works properly without any interruptions,” said Mari Pedak.
Mari Pedak added that during the next months EGOV4Ukraine project team, in cooperation with local experts, will develop data security system which is a precondition for implementation of Trembita. After the data security system is implemented and Trembita authorised, the whole system is ready for Ukrainian Government and municipalities to create public e-services on it, which in turn will reduce the bureaucracy and queues in the offices.
