Are hromadas subsidised from state budget considered capable? Expert comments

Today it is often possible to hear discussions on financial capability of a local self-government budget. So, can local budgets, subsidised from the state budget, be considered capable? This issue is often discussed among financial experts and local self-government representatives. Let's try to find out whether the presence of a basic subsidy influences the solvency of local budgets and financial sustainability of hromadas. Decentralisation.gov.ua asked Yanina Kazyuk, financial decentralisation coordinator of the Central Reform Office under MinRegion (with the support of the U-LEAD with Europe Programme) to comment on the issue.
