Baltska amalgamated hromada is ready for healthcare reform

By the level of comprehensive training some healthcare institutions and amalgamated hromadas can start implementing the healthcare reform as soon as all legislative mechanisms are approved. The Baltska AH in the Odesa Oblast is one of such progressive hromadas. Here is its experience.

In early 2016, the communal enterprise “Balta Primary Healthcare Centre” was established in the Baltska amalgamated hromada. It has 4 outpatient clinics and 16 rural health posts. The institution acquired the status of a communal non-profit enterprise following the decision of the session of the town council on 7 November 2017. The procedure of registration of the communal non-profit enterprise “Balta Primary Healthcare Centre” in the department of justice of the Balta town council is underway.

Doctors of the Baltska AH are currently expecting the reform to start, as they presume to have more funds than in case with the subvention. Doctors are well aware of the changes, as they participated in trainings organised by the UNICEF Children’s Fund, the U-LEAD with Europe Programme, and the Kharkiv Expert Group in Healthcare Reform. Trainings were also held by financiers and economists. Recently, within the framework of the USAID HIV Reform in Action, direction of the healthcare reform implementation, the primary healthcare reform has been presented for the medical community of the hromada. The event was attended by about 60 healthcare specialists.
