The proposal of Minregion, concerning the need for allocation of a separate subvention to local budgets for building of the infrastructure of unified territorial communities (in accordance to plans of social and economic development of such territorial communities), was approved during the meeting of the Committee of Verkhovna Rada of Ukraine for state building, regional policy, and local self-government. The information was reported by the First deputy Minister of regional development, construction, and housing and communal services of Ukraine, Vyacheslav Negoda.

“Minregion has developed and sent to Minfin a budgetary request (with substantiation) for allocation of respective funds from the state budget. It is important for this message to get support during consideration of the state budget for 2016. Our position is based on the presumption, that unified territorial communities have the right to count on state support, as provided by article 10 of the Law of Ukraine “On Voluntary Unification of Territorial Communities”. According to the article, the State shall provide financial support for voluntary unification of territorial communities of villages, settlements, and cities, through allocation of funds to a territorial community in the form of subventions intended for respective infrastructure formation. At the same time, the newly-formed local councils will need to present the respective applications to oblast state administrations, which, in their turn, will have to present respective proposals to the Government, as provided by the Law”, he said.

We should remind that, according to Vice-Prime Minister, Minister of regional development, construction, and housing and communal services of Ukraine, Gennady Zubko, unified territorial communities would get a separate subvention in the state budget for 2016.
