The Chair of the London Assembly, Andrew Boff, with the support of all political group leaders, has encouraged London boroughs to establish partnerships with Ukrainian municipalities through Cities4Cities, an international organisation supporting municipal cooperation with Ukraine.
The official letter, dated 28 October 2026, was published on the Greater London Authority's website.
In his letter, Andrew Boff highlighted how Ukrainian local authorities continue to deliver essential services, support displaced people, and protect critical infrastructure despite the constant threat of Russian attacks.
“Cities4Cities provides a practical way for London boroughs to make that solidarity visible and, where appropriate, to turn it into a lasting relationship with a Ukrainian municipality,” he stated.
The letter outlines various opportunities for cooperation, including professional exchanges between municipal staff, connections between schools, community organisations and businesses, humanitarian assistance, and long-term municipal partnerships.
Andrew Boff also emphasised that registering an interest through Cities4Cities does not require boroughs to immediately enter into formal twinning agreements or commit significant financial resources. Cooperation can begin on a small scale and gradually develop according to the capacities and priorities of both municipalities.
The London Assembly is an elected body that scrutinises the Mayor of London and represents the interests of Londoners. This call, supported by leaders of all political groups in the Assembly, creates further opportunities for direct cooperation between local authorities in London and Ukraine.

Since 2022, Cities4Cities has been supporting the establishment and development of international municipal partnerships with Ukraine.
Through the Cities4Cities platform, international municipalities can explore profiles of 600+ Ukrainian municipalities, identify potential partners, and express their interest in cooperation.
The Cities4Cities team facilitates initial contacts, helps municipalities identify shared priorities, and supports the development of partnerships into concrete joint initiatives.
