EU4Reconstruction (Stream 1) offers municipalities the opportunity to carry out a rapid analysis of their municipality’s portfolio of public investment projects.

What will this rapid analysis cover?

  • Recommendations regarding the compliance of the community’s already approved unified project portfolio with current Ukrainian legislation.
  • Advice on improving the quality of submitted public investment projects in accordance with the five justifications.
  • Proposed solutions for improving the investment readiness of projects with a view to securing funding.

Following the rapid assessment, each community will receive personalised written feedback and advice, including practical recommendations.

Which municipalities can take part?

  • Population between 10,000 and 150,000 (as of 01.01.2026);
  • Affected by the war (damaged, were temporarily occupied, or experiencing a sharp decline in socio-economic development and significant population displacement);
  • With the approved medium-term public investment plan for 2027–2029;
  • With the Single portfolio of public investment projects;
  • Located in areas where active hostilities are not taking place (in whole or in part), not under temporary occupation (in whole or in part), in accordance with Order No. 376 of the Ministry for Development of Communities and Territories of Ukraine, and situated at least 30 km from the front line, the Ukrainian-Belarusian or Ukrainian-russian border, or temporarily occupied territories of the russian federation.

 

If your municipality is interested in this initiative, please complete the application form by 8 September 2026 and send it to eu4r@giz.de. Please indicate the name of your municipality and oblast in the email subject line (e.g., EU4R_Назва громади_Область).

Following the selection process, EU4Reconstruction (Stream 1) will be able to provide a rapid assessment to 10 municipalities.

Please note that this opportunity is not part of the selection process for the next cohort of partner municipalities, scheduled for 2027.

EU4Reconstruction (EU4R) is a joint initiative of the European Union (EU), Denmark, Germany, France, and Lithuania aimed at supporting Ukraine’s strategic, inclusive, and EU-aligned reconstruction. The project strengthens governance, transparency, and institutional capacity within Ukraine’s reconstruction system — from national reforms to municipal implementation — ensuring that reconstruction contributes to sustainable development and EU integration.

The project is jointly implemented by the Ministry of Foreign Affairs of Denmark, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Expertise France, and the Central Project Management Agency (CPVA). EU4Reconstruction is delivered through two complementary streams: Stream 1 is implemented jointly by GIZ and Expertise France, and Stream 2 is implemented by the Ministry of Foreign Affairs of Denmark and CPVA.
