The Swiss-Ukrainian Municipal Project Preparation Facility (PPF4Ukraine) officially launched in Ukraine. This new programme will help Ukrainian communities prepare high-quality investment projects in line with international standards and attract funding for their implementation. The Ministry for Development of Communities and Territories provides strategic support for this initiative.

Alona Shkrum, First Deputy Minister for Development of Communities and Territories of Ukraine, Maryna Denysiuk, Deputy Minister for Development of Communities and Territories of Ukraine, representatives of the Swiss Government, the Swiss State Secretariat for Economic Affairs (SECO), international financial organisations, the expert community, and Ukrainian communities took part in the event.

The programme is implemented within the framework of the Swiss Support Programme for Ukraine for 2025–2028, with a total budget of CHF 1.5 billion. It is one of the practical tools for implementing the Memorandum of Understanding between the Swiss Confederation and the Ministry for Development of Communities and Territories of Ukraine, signed in 2025.

Unlike traditional technical assistance programmes, PPF4Ukraine combines technical preparation of projects with grant co-financing. The programme provides for grant support of up to 20% of the investment project’s cost, which makes it more attractive to international financial organisations and significantly increases the chances of securing funding.

Another component of the programme is Quick Wins – small-scale projects that will enable communities to achieve tangible results even before the implementation of major investment projects begins.

‘Local self-government needs more than just financial resources. It needs the capacity to develop quality investment projects that meet international standards, can be implemented with the involvement of private capital through public-private partnership (PPP) mechanisms, and serve as examples of successful recovery for other communities. PPF4Ukraine is designed precisely for this purpose – it helps communities navigate the entire process from concept to project implementation. The Ministry’s team is ready to support communities at every stage of this work. At the same time, we ask that particular attention be paid to communities in the east and south of Ukraine, which, due to the war, face the greatest shortage of human resources and require additional support,’ emphasised Alona Shkrum.

PPF4Ukraine is designed to help communities overcome one of the main obstacles to attracting investment – the lack of well-prepared projects ready for funding.

The programme will provide support for the preparation of feasibility studies, project documentation, environmental and social assessments, and financial and economic analyses for municipal projects in the following areas:

• water supply and sewerage;
• energy efficiency;
• renewable energy;
• urban transport;
• municipal infrastructure.

After the first round of assessment, Vinnytsia and Kryvyi Rih were selected as the first participants, whilst additional communities and projects will be assessed and selected during the course of the programme.

In addition to technical support, the programme will help communities adapt their projects to the requirements of international financial organisations, develop their own institutional capacity, and establish cooperation with Swiss businesses.

According to Maryna Denysiuk, Deputy Minister for Development of Communities and Territories of Ukraine, one of the main challenges for communities today remains the preparation of quality investment projects.

‘Communities have to learn to prepare investment-attractive projects that meet international standards and are eligible for funding from international financial organisations. Therefore, PPF4Ukraine is an extremely important tool. It helps communities navigate the entire process – from an idea to a finished project that is eligible for funding,’ said Maryna Denysiuk.

Upon submission, each project will go through several stages:

1. Communities submit their applications.
2. Preliminary screening and assessment of compliance with the programme criteria.
3. Detailed technical assessment of the project.
4. Preparation of the necessary documentation (technical and economic feasibility study, financial analysis, environmental and social assessments, project documentation).
5. Development of an investment project ready for implementation.
6. Attraction of grant co-financing and international funding.
7. Project implementation and subsequent monitoring.
