The President of Ukraine Volodymyr Zelenskyy signed Decree No. 491/2026, which established the “Community-Rescuer” honorary award for communities whose residents have demonstrated courage, compassion, and solidarity whilst resisting the armed aggression of the Russian Federation against Ukraine.

The honorary award has been established to honour communities whose residents provide humanitarian aid to frontline territories, support the Ukrainian Defence Forces, contribute to strengthening the defence capabilities of the state, and provide other significant support in defending Ukraine’s independence and sovereignty.

The “Community-Rescuer” award will be conferred by Presidential Decree. Nominations for the award may be submitted by the Cabinet of Ministers of Ukraine, regional and Kyiv City state administrations, and, where established, relevant military administrations.

Communities awarded the honour will receive a special statuette, a commemorative plaque, and a storage case. The statuette takes the form of two hands holding a stylised heart and symbolises mutual support, humanity, and the unity of Ukrainian communities during wartime.

The President of Ukraine or officials authorised by him will present the award.

The establishment of the “Community-Rescuer” honorary award represents state recognition of the contribution made by thousands of residents of Ukrainian communities who, since the outbreak of the full-scale invasion, have been helping evacuees, supporting frontline areas, meeting humanitarian needs, and strengthening the country’s resilience.
