Ministry for Development begins drafting State Programme to Support Frontline Territories and Territories for Restoration

The Ministry for Development has launched the preparation of the first State Programme for the Support of Frontline Territories and Territories for Restoration.

The programme will be developed in compliance with EU standards for the drafting of such documents. It will be a multi-year, place-based document that integrates sectoral policies with tools of state regional policy.

The programme will be developed by a Special Technical Working Group established under the Interdepartmental Coordination Commission on Regional Development. The group will comprise representatives from several ministries, regional military administrations, national associations of local governments, the expert community, and international partners.

‘Nowadays, 244 communities in 10 regions of Ukraine are located in a high-risk security zone and are experiencing constant attacks, migration of people and businesses. Supporting these territories is one of the key priorities of the state. We are therefore moving towards the development of a systematic, long-term state policy that will make support for frontline territories and territories for restoration more sustainable, predictable and effective, both for communities and people, and for businesses. Meanwhile, the programme is an important element in aligning state regional policy with European Union approaches,’ noted Deputy Minister Oleksii Riabykin, who chaired the Special Technical Working Group.

The programme will serve as a pilot example, showing Ukraine’s ability to develop and implement programmes based on the EU model, thereby strengthening the ability of the country to attract additional international and European funding for restoration and development.

As a whole, the programme is intended to ensure a more coordinated approach to the restoration of critical infrastructure, the development of the local economy, support for the social sector, and the creation of conditions for the return of residents and businesses. It will also take into account the specific characteristics of different types of territories – depending on the security situation, the scale of destruction, economic losses, and demographic challenges.

To bring the programme into alignment with EU cohesion policy approaches, the Ministry for Development is cooperating with the EU4Reconstruction Project (Priority 1), whose experts will provide technical support during its preparation.

The State Programme for the Support of Frontline Territories and Territories for Restoration is intended to facilitate the transition to a modern state regional policy focused on long-term recovery, sustainability and Ukraine’s integration into the European space.

For reference: pursuant to the initiative of the President of Ukraine, the Government has implemented a comprehensive programme to support frontline territories, under which, in 2025–2026 alone, over 70 Government resolutions were adopted, which introduced new or improved existing mechanisms to support such communities.
