Seven Vehicles Equipped for Mobile Service Delivery Handed Over to Polaris Programme Partner Hromadas

On 26 February in Kyiv, the Polaris Programme “Supporting Multilevel Governance in Ukraine” handed over vehicles fully equipped for outreach service delivery to its partners.

“Supporting Ukraine remains a priority for Sweden. As part of the Polaris Programme’s crisis support, six hromadas and one Oblast Military Administration have today received vehicles fully equipped for service delivery. These mobile units will enhance the provision of essential public services in war-affected hromadas,” said Ms. Elsa Håstad, Deputy Head of Mission, Embassy of Sweden in Ukraine.

Crisis assistance was provided to the Mykolaiv Oblast Military Administration, as well as to the Blyzniuky settlement hromada, Dobroslav settlement hromada, Lubny city hromada, Zaporizhzhia city hromada, Novoukrainka city hromada and Talne city hromada.

This marks the second phase of support to hromadas under this format. In October 2025, the Programme handed over the first five equipped vehicles to the Kherson Oblast Military Administration, as well as to the Sumy city hromada, Myrhorod city hromada, Korop settlement hromada and Oleksandriia city hromada.

“During the full-scale war, mobile solutions for the delivery of public services have become critically important: they help remove service barriers and function as integrated service hubs within hromadas. Our goal remains unchanged – to make public services accessible to everyone, regardless of circumstances or road conditions. We are grateful to the Polaris partners for helping bring services closer to people where they are most needed, and to the hromadas for their engagement,” said Maryna Bobranitska, Director of the Directorate for E-Governance and Public Services at the Ministry of Digital Transformation of Ukraine.

The vehicles are equipped with everything necessary for specialists to deliver services to residents of remote settlements. Hromada teams will also receive expert and mentoring support to implement initiatives aimed at simplifying access to services directly at the local level.

Partnership with the Polaris Programme will help hromadas become more accessible for veterans, internally displaced persons and people with disabilities. Thanks to mobile solutions, public services will become more inclusive, and access to them more convenient for all population groups.
