Government introduces evaluation of investment project effectiveness

The Cabinet of Ministers of Ukraine has approved the Procedure for Evaluating the Effectiveness of Public Investment Projects upon Completion. The resolution introduces a uniform standard for analysing the effectiveness of public funding and the achievement of the objectives set out in project documentation.


In 2025, a number of investment projects financed by public investment were completed. However, there was still no unified mechanism to allow for a systematic and comparative evaluation of their effectiveness in terms of both costs and their real impact on the economy, society, and the environment. The new Procedure is designed to fill this gap.

The document clearly defines who is responsible for preparing reports and conducting the final evaluation upon completion of the work, while setting specific deadlines for submitting the results. The evaluation will be based on a range of factors, including actual costs, economic efficiency, social impact, environmental consequences, and compliance with the set objectives. The results will be presented in a single official conclusion, ensuring transparency and comparability between projects.

For local governments, this means adopting a more structured approach to investment management. Clear evaluation criteria will enable objective analysis of implemented initiatives and consideration of successful decisions and shortcomings when planning new projects. They will also allow for well-reasoned justification of funding needs. At the same time, accountability for and trust in the use of public funds will increase.

The introduction of a unified evaluation standard for effectiveness makes budget planning more professional and predictable, and improves the quality of public investment at national and local levels.
