The Cabinet of Ministers of Ukraine has adopted a resolution that directly strengthens the capacity of communities in employment sector. The list of services provided by the State Employment Service through administrative service centres (ASCs) has been expanded. By the end of February, 11 services for job seekers and employers will be provided through all ASCs.
This decision is particularly important for communities without permanent employment centres, as well as for residents expecting a fast, convenient ‘one-stop’ service.
Services that community residents will receive at ASCs
Through ASCs, residents will be able to:
ASCs will provide employers with services for obtaining, extending, amending or revoking permits for employing foreigners and stateless persons.
It is important that people will be able to choose the most convenient way to receive services, whether that be by contacting the employment centre, the nearest ASC or online.
ASCs as a point of access to public services in communities
According to data from the Monitoring of the Reforming of Local Self-Government and Territorial Organisation of Power, conducted by the Ministry for Development of Communities and Territories of Ukraine, as of 1 October 2025, there are 5,644 ASC facilities operating in Ukraine. The network includes stationary ASCs, territorial divisions, remote and mobile workstations for administrators.

As of today, the State Employment Service is represented in almost half of all ASCs, with 27 permanent and over 700 mobile workplaces operating on a fixed schedule. The expansion of services means that the existing community infrastructure is becoming even more efficient.

For communities, this resolution is not just about additional services. It means:
After all, people live in communities. And communities, through their ASCs, more and more often become the first and main point of contact between citizens and the state.
