Switzerland to support Ukrainian communities in strengthening their financial capacity

In November 2025, a new international technical assistance project called Fiscal Governance for Local Reconstruction and Recovery, will be launched in Ukraine by the Swiss State Secretariat for Economic Affairs (SECO).

The Project, which is set to run until October 2029, aims to help communities strengthen their financial systems, from revenue management to effective expenditure planning. This will enable resources to be used more efficiently, stimulate the local economy, attract investment, and encourage business development.

The pilot cities will be Lviv, Chernivtsi, Vinnytsia, Zhytomyr, and Khmelnytskyi.
The total budget for the initiative amounts to CHF 7.5 million (over USD 9.3 million).

During the meeting with representatives of the Swiss State Secretariat for Economic Affairs, Olha Zykova, Deputy Minister of Finance, remarked:

‘The decentralisation reform has already proven its effectiveness and has become one of Ukraine’s key strengths. Our goal is to empower communities, enabling them to manage resources efficiently and attract investment for their development. That is why the Ministry of Finance is supporting this Project and will contribute to its successful implementation.’

In the near future, the Ministry of Finance of Ukraine and SECO will sign a Memorandum of Cooperation to officially launch the programme.

The Project also involves Swiss companies participating through the Swiss Project Preparation Facility (PPF) initiative. The Project focuses on implementing innovative technical solutions and supporting local initiatives in urban planning, water management, and digitalisation.

The Swiss Government has announced that it will allocate CHF 5 billion over the next decade to support Ukraine’s reconstruction. Of this amount, CHF 1.5 billion will be provided under the new International Cooperation Strategy for 2025–2028.
