The Verkhovna Rada of Ukraine adopted in the second reading and as a whole the draft law on amendments to certain legislative acts of Ukraine regarding ensuring legality and transparency in local government activities, Reg. No. 14048.

The law establishes an effective system for monitoring the legality of local council decisions and introduces a reserve of staff for the positions of heads of district state administrations.

The law establishes a system of state supervision over the legality of local self-government acts.

It determines who exercises control:

• over the acts of regional councils – the central executive body designated by the Government;
• over the acts of district councils – the regional state administration;
• over the acts of village, settlement and city councils – the district state administration.

The law establishes a system for forming a reserve pool of candidates for district administration head positions, setting out clear requirements for candidates;

amendments have been made to the Code of Administrative Procedure of Ukraine to clarify the procedure for considering cases concerning the legality of local government acts.
