On 22–24 October, the Swedish–Ukrainian Polaris Programme: Supporting Multilevel Governance in Ukraine conducted a training “Principles and Capacities of Regional Associations in Ukraine in Building Multilevel Dialogue”.
The event brought together leaders of regional associations of local governments and experts from various oblasts who are working to strengthen the institutional capacity of associations and to foster effective dialogue between hromadas, regional authorities, and central executive bodies.
Participants deepened their understanding of the role of associations in shaping multilevel dialogue and representing the interests of hromadas, and developed practical tools for advancing regional associations as cooperation platforms capable of influencing decision-making at both regional and national levels.
“This course provided practical tools that help hromadas make their voices heard. We are moving towards a more systematic and professional cooperation at the regional level,” said Volodymyr Mykiichuk, Executive Director of the Poltava Regional Association of Local Self-Government Bodies, sharing his impressions of the training.
The programme helped build a shared vision of how associations can more effectively support hromadas – from advocating for their interests and fostering partnerships to improving communication with authorities and citizens.
Particular attention was paid to the international experience of Poland and Sweden, as well as Ukrainian examples, including the activities of the Association of Amalgamated Hromadas of Rivne Oblast. Participants enhanced their skills in facilitation, public speaking, and designing training formats for regional seminars – enabling them to effectively transfer knowledge to local self-government leaders.
The course resulted in joint action plans and agreements to hold regional events aimed at strengthening the capacities of associations and developing partnerships among hromadas.
“Here we gained not only knowledge but also new partnerships. Joint actions of associations strengthen the entire system of local self-government – and that’s already being felt,” said Nelia Malko, Executive Director of the Association of Local Self-Government Bodies Community Development Agency of Bukovyna.
This course demonstrated the powerful potential of cooperation among regional associations. Stronger associations mean stronger hromadas – the foundation for Ukraine’s recovery and sustainable development.
