Over 1,100 communities already work in Urban Development Cadastre system

The State Urban Development Cadastre (SUDC) is making steady progress as a vital digital tool for spatial planning and transparent data management in urban development.


To date, 1,303 communities have been granted the authority to order urban planning documentation. Of these, over 1,100 have connected to the SUDC – a system that offers easy storage, updating, and analysis of planning information within a single digital environment.

Connecting communities is not just a technical process. SUDC forms a comprehensive geospatial database that encourages regional development and the efficient use of land resources, while also promoting transparency in local government decision-making.

Urban planning documentation in the system

The State Urban Development Cadastre currently contains 2,606 valid documents, including:

  • 1,433 detailed territorial plans,
  • 1,018 master plans,
  • 155 plans for territorial zoning.

It also includes information on the start of the development of 599 urban planning documentation projects. Fourteen of these projects have already been approved, including one comprehensive spatial development plan for the community.

All documents are uploaded in digital format to ensure openness and convenient access, as well as enabling analytics, for government agencies, communities, developers, architects, and citizens.

TOP-3 regions fully connected to the SUDC

The Kyiv, Kherson and Poltava regions have connected all their communities to the SUDC and begun systematically uploading urban planning documentation. Their experience demonstrates the effectiveness of using digital tools for the management of territories.

Importance of SUDC for communities

The State Urban Development Cadastre forms the basis of a modern, transparent and effective spatial planning system. It enables communities to:

  • centrally store, update and publish urban planning documents;
  • ensure transparency in interactions with citizens, businesses and investors;
  • create digital master plans and comprehensive spatial development plans.

The system helps to avoid the duplication of data and reduce errors, thereby improving the quality of urban planning documents by creating a single information space for management decisions in this area.

The goal of the SUDC is to establish a fully functioning unified state spatial data system that will form the digital basis for effective land management, restoration, and sustainable development in Ukraine.

The State Urban Development Cadastre is implemented at the national level in cooperation with the Ministry for Development of Communities and Territories of Ukraine and the Ministry of Digital Transformation of Ukraine, with the support of the UK DIGIT project, which is implemented by the Eurasia Foundation and funded by UK Dev. The project partner is the East Europe Foundation.
